Propositions 1 thru 7 – Are you an informed voter?

Proposition 1 (SJR 1)

“The constitutional amendment increasing the amount of the residence homestead exemption from ad valorem taxation for public school purposes from $15,000 to $25,000, providing for a reduction of the limitation on the total amount of ad valorem taxes that may be imposed for those purposes on the homestead of an elderly or disabled person to reflect the increased exemption amount, authorizing the legislature to prohibit a political subdivision that has adopted an optional residence homestead exemption from ad valorem taxation from reducing the amount of or repealing the exemption, and prohibiting the enactment of a law that imposes a transfer tax on a transaction that conveys fee simple title to real property.”

DIGEST: Proposition 1 would increase the mandatory homestead exemption from $15,000 to $25,000. The taxable value of homesteads owned by the elderly or people who are disabled also would be correspondingly reduced. These provisions would take effect January 1, 2015, and would apply only to a tax year beginning on or after that date.

SUPPORTERS SAY: The property tax is one of the most onerous taxes. In areas of rapid economic growth where demand for housing is strong, homeowners, especially those living on fixed incomes, may be priced out of their homes by rising property taxes. The amount of the mandatory school district residence homestead exemption has not been updated since 1997, while appraisals have continued to increase. This amendment provides much needed tax relief by increasing the amount of the homestead exemption, reducing the amount of taxes paid by a homeowner. By making this effective for 2015 taxes, it ensures that relief is felt immediately. It also promotes economic growth by allowing homeowners to retain more of their money.

OPPONENTS SAY: The homestead exemption increase will only nominally provide property tax relief for homeowners. The exemption will reduce property taxes for the average homeowner by about $126 a year. The homestead exemption increase provides no benefit for those who rent homes. Property taxes are a local matter. The best way to control local property taxes is for voters to hold local officials accountable.

MY RECOMMENDATION: SUPPORT

A long-time TCCRI Board member, Representative King has been involved with the organization for over a decade.

Representative King was presented with his award at TCCRI’s annual summer conference meeting. “It is an honor to receive this award,” said Rep. King. “Fundamentally, good government is about bringing all people to the realization that the common good is grounded in faith and liberty. The policies we advance must reflect a healthy respect for those two things through limited government, free markets and federalism. I am honored to receive this award and to be a leader in TCCRI.”

Legislative Update – April 3, 2015

The most critical item the Legislature must pass each session is the State’s budget. I’m proud to report to you that the House passed our proposed budget for 2016-17 earlier this week. In addition, we had a full week of committee meetings and constituent visits before the Easter weekend.

House Budget

After nearly 18 hours of debate (we finished at 5:40am!) the House passed our proposed budget for 2016-17 by a vote of 141-5. This vote total represents great consensus for such an important item. I believe that the budget we are sending over to the Senate is conservative while still meeting the core needs of our state.

I’m especially pleased that border security is being funded at historic levels, funding for public education is increased by $3 billion, and that this budget keeps us under the spending cap.

It has been a very busy week in Austin. Committees have started to meet, and legislators are working hard to ensure we have a productive session. Here are some highlights from the last few days:Wise County DayThis week I had the privilege to introduce a resolution recognizing February 17 as Wise County Day at the Capitol. It was great to see so many folks from home in Austin. We had a very productive time working on issues important to District 61. I always enjoy seeing friends from the district. If you are ever in town please know the door is always open to constituents.
